Digital accessibility

Build web experiences more people can
perceive, understand and use.

Improve keyboard, screen-reader, content and interface accessibility through WCAG 2.2 AA implementation and selected AAA success criteria where appropriate.

Accessibility belongs in design,
content, code and ongoing
publishing.

Beyond automated scans

Real accessibility requires human judgment and usable remediation.

Automated tools can identify some issues. A meaningful program also considers keyboard use, screen readers, focus behavior, content, forms and real interaction paths.

01/ KEYBOARD
Interactions require a mouse

Menus, dialogs and controls cannot be reached or operated reliably.

02 / SCREEN READERS
Structure is unclear

Headings, labels, states and relationships are not communicated properly.

03 / VISUAL DESIGN
Content is difficult to perceive

Contrast, zoom, spacing and focus indicators create barriers.

04 / CONTENT
Editors reintroduce issues

Images, links, tables and documents lack accessible publishing practices.

Accessibility capabilities

AA and AAA

Set an accurate, defensible accessibility target.

PC911 positions WCAG 2.2 AA as the practical implementation target, with selected AAA criteria where appropriate and achievable. No universal legal-compliance guarantee is implied.

Common questions

Understand what accessibility work can accomplish.

Does an automated scan prove WCAG conformance?

No. Automated tools detect only part of the criteria and cannot fully evaluate usability, meaning or many interactive behaviors.

Often, though feasibility depends on the platform, theme, components, third-party tools and the extent of underlying issues.

No. Technical accessibility work can support an organization’s accessibility objectives, but legal conclusions should come from qualified legal counsel.

AAA includes additional success criteria that may not be appropriate or achievable for every page or content type. Selected criteria can be pursued where they create value and fit the context.

Use controlled components, editorial guidance, staff training, regression testing and periodic review after significant changes.
